Cost
What rent weighs
The FipeZAP index measures the price asked in new listings, not rent paid under existing leases. In February 2026, an advertised square meter cost R$49.75, 12.64% more than a year earlier[1].
Buying got pricier too. The advertised sale price reached R$8,011 per square meter in March 2026. From 2020 to 2025 it rose 82%, against inflation of 39%[4, 2].
City
The city grew, sewers didn't
João Pessoa gained 110,417 residents between 2010 and 2022, 15% more[5]. The 2022 Census counted 377,010 homes: 296,249 occupied, almost 59,000 vacant and 21,882 for occasional use[6].
In the Instituto Trata Brasil ranking, sewage coverage fell to 72.36%, 9.24 points lower between 2020 and 2025. Cagepa says there were inconsistencies in how João Pessoa's data was reported and that a correction is under way[7].
Market
Who sells, and to whom
According to MRV, 67% of its customers come from outside Greater João Pessoa. Alliance says about 30% of its sales go to other regions. In the most sought-after neighborhoods, a square meter costs R$10,000 to R$17,000, according to Creci-PB[8].
Moura Dubeux, a developer from Pernambuco, launched a 420-unit building in Altiplano worth R$107 million in sales value[9]. In June 2026, 10,860 properties were listed for short-term rental on platforms such as Airbnb, 23.5% more than a year earlier[10].
Decisions
What the council and courts decided
The city council approved the new Master Plan (Plano Diretor) on December 21, 2023. Marcos Henriques (PT) and Júnio Leandro (PDT) voted against. Mikika Leitão (MDB), Milanez Neto (PV) and Carlão (PL) abstained[11].
According to the report, the text removes more than 50 communities from the ZEIS, areas set aside for low-income housing. Marcos Henriques filed a lawsuit against the vote[11].
On December 10, 2025, the Paraíba Court of Justice (TJPB) declared unconstitutional the law allowing taller buildings within 500 meters of the beach, in a case brought by prosecutors. It cited a lack of public debate and environmental backsliding[12].
Later, the court upheld the law but struck down the article on heights. The city government appealed to the STF (Brazil's Supreme Court). As of February 2026, according to the report, there was no decision[13].
